What are these wires?

Try chasing them back to were they come from, that might solve your problem...

I had wires in the same spot, it was the tool who owned my car before me, trying to wire in his own aftermarket fog lights. Moron had them connected straight to the battery terminals.

I was goign to say fog lights also because of there position that or 2nd horn?
chase them back tho.. should narrow down your search

Could be aftermarket lights or neons, i followed some wires that went underneath my car and found a neon bulb tucked under there.
