stripping paint from plastic bumper

What's the best way to strip paint from a plastic bumper, I need to respray it. Also what's the easiest way to remove the black and red strip along the bumper?

easiest way out of this is just to sand the existing paint till its even and spray over that, paint stripper will get ur paint off but also will slightly affect the plastic.
