Whats the best way to strip the front bar to bare plastic. Ive got a series II calais bar that needs some TLC before being put on my car. Paint needs to come off for a start

Sand it all back with wet and dry paper, you dont have to get back to plasic, just smooth. Fill chips with spray putty. Sand back again. Prime and paint.
sounds easy enough,does it matter a small bit has to be plastic welded (broken tab that screws to the front panels). Dont want the paint to burn it the weld gets too hot,tho cant see how it would

Doesn't matter if you go back to plastic, just make sure that once it's all sanded and any chips filled, that you give it a good prime, then give a good sand back to get it nice and smooth and to avoid any "edges" that can appear around the edge of the areas that you've sanded through to plastic, primer...etc Then it often pays to give it another good coat of primer and then sand back with wet & dry to get a really smooth finish. The more effort you put in the preperation stages, the better it will look in the end.
I should have plenty of time (recently lost my job) so between now and about 3 months should be able to get it ready for painting,thanks for the info guys
