I going to lower my VS and have done some searching and some say you can just replace the springs and others say you gotta do springs + shocks/struts.
Only lookin to lower about 40-50mm and there are some king springs on ebay im lookin at.
Let me rephrase the question for you:
"I want to change the bits that hold my car on the road. Should I do the job properly or half-arse it?"

The shocks you have will not be set up for the ride height of the new springs. Also, as stated above. If you have IRS you will definantly need to adjust the camber.
If you really want to do it cheep and dont give a toss about handling safety or the RTA, just chop the standard springs... hahaha

20-30mm is ok, but anything past that it really is advisable to do the shocks at the same time, not only so they remain captive, but also the lowered shocks to suit will be valved slightly harder, to control the stiffer (lower) spring better, which in turn improves both ride, and handling.
