Just some pondering here;
When running and the petrol is switched off when you change to gas, the petrol is sposed to be stopped and immediately ready for next time petrol is used by either;
1 - in the line if injected by turning off injectors
2 - if NA (carby) by the needle valve in the carby
So when you cold start on petrol the vac should be enough to immediately fire the engine after 1 or 2 secs. You may have severe engine wear and reduced vac.
What LPG system do you have, Negative press (big mixer), Positive press (small ring) or direct Injected to each cyl?
If it is the old style negative, starting on LPG with a worn engine with low vac takes forever.
Do a compression test on all cylinders and also hook up a vac gauge to the manifold to see what things are like on cranking and idling!
What I am about to write may be all wrong as I dont know anything about gas systems.
From memory if the fuel pump electrics has a problem (pump relay ect) the engine will still start after oil pressure build up. This obviously takes some time and the fuel pump is fed 12v via the oil pressure switch.
I dont know if gas systems first start on fuel then switch to gas.

Muttley has another good point to investigate.
Check all fuses and earth returns to/and the Fuel Pump Rely itself (swap it with another). Also re-seat all related electrical plugs.
