This is probably a result of not disconnecting the battery when you changed the cluster. The airbag light needs to be reset by Holden or someone with the right equipment, it can't be done yourself. Removing the bulbs is not a good idea. Disconnecting the battery for a few minutes might reset the ABS light but I'm not sure.

The airbag or srs system will log an error if any of the srs system was unplugged and the ignition key was turned to the on position.Ive done the same thing before ages ago,I was swapping relays over under the dash and I removed the srs relay with the key on and it set an error and the airbag light came on.I had to pay to get it turned off and clear the error.
