It might be that both the SRS airbag and ABS warning light circuits are shorted to power somewhere in the printed circuit board. The SRS system will set an error and the SRS airbag light will be on if you have turned the key to the "on" position while any part of the SRS system has been unplugged or disconnected.Seeing as you had the battery disconnected while the cluster was out, this is not possible,so Id be looking along the lines of a faulty cluster or its PCB..Try the old cluster again, swap it back over and check if the same thing happens when its powered up,if the lights are off then you know the fault will be in the other cluster or its PCB.

What cluster did you fit? Same date in the bottom? Were the globes working in your old cluster?

Maybe there are logged errors in the SRS and ABS systems which could be why the bulbs were removed.(some idiots remove the warning light bulbs in the dash instead of getting the problem fixed). You might have to take it to holden or someone with a suitable scantool to check that these systems are ok, and to clear any logged SRS and ABS error codes.A scantool is the only way you can get these type of logged errors removed and get the systems warning lights on the dash reset so they are off.
