The answer is yes. Plungers on both need to be in. You can easily check the adjustment with a multimeter but be aware that each switch operates differently.....the lower brake switch is open circuit with the pedal up whilst the upper cruise switch is open circuit with the pedal down. Check each switch with pedal up and down.
If you don't have a multimeter you can check the lower brake switch simply by checking if the stoplights turn off/on with the pedal.
The upper cruise switch needed a bit of force to push in before I successfully adjusted mine.
