The previous owner most probably by-passed the heater because the heater core is leaking or the heater tap broke. Since the heater tap is a cheap repair my guess is the heater core, which means a complete dash removal to replace the core and do it properly. There is a way to do it without removing the entire dash and by using rubber hoses, which can be dangerous in the event that one should rupture in the cabin.

I thought I was wrong once but I was mistaken.

Search heater core replacement, you should find the thread somwhere. But basically to do the heater core is a big job and the correct way to do it is to remove the dash. However if i was to do it i would have no issues using the short cut method. Which is basically instead of pulling the dash out you slip under the dash with a hacksaw and cut the 2 brass pipes that go from the heater core to the engine bay, then slide the heater core out. Cut the new heater core pipes to legnth and slide back in. Then use rubber heater hose slid over the pipes with hose clamps to cover the join. But there is a thread with pics and a much better description of what to do.
