Check the second brake switch located above the first (normal) brake switch - these have a habit of sliding out and preventing the CC from engaging. To adjust, push brake pedal down, then hold and push CC brake switch in (you will hear it click). Then gently pull pedal back up.

If not as above, it may be broken wires in the stalk. Also common.

Remove the fuse panel directly below the steering wheel - it's secured by 3 clips which you rotate to unclip - the panel will hinge down revealing the fuse panel and to the left and up a bit will be the brake pedal. Up near the pivot point of the pedal you will find 2 switches which actuate when the pedal is pressed. The upper one is the CC switch and the lower is the normal brake switch.

Remove steering wheel shroud. There are four or five screws on the underside. Remove shroud and inspect stalk.

First remove the steering column cover as seraphic said, then unplug the cc connector and remove the stalk from steering. When you have it off you can open the stalk up, it comes apart along the joint line being carefull not to break anything.
