i just noticed a leak coming from around my sump plug bolt so i just thought it might be loose so i grabbed a spanner and tried to tighten it and it just spins? anyway to re thread the hole?

Yeah helicoil would probably be a bit thin. I would just go to the wreckers and pick up a new sump. Drilling and tapping the thread for the helicoil is a sump-off job anyway - so just fit a new one.
Can you fit an oversized sump plug and retap the hole to suit? Most auto parts places stock oversized plugs and rent the appropriate tap.
