Exhaust Help

Alright, I don't know much about exhaust laws.. But I was looking at getting this exhaust system for my VR to replace the stock one... Now my question is.. Is it legal as it is or does it have to have a muffler on it?

Please be as discriptive as you can because i'm not the brightest bulb when it comes to cars

It does have a muffler, its that black square bit with the sticker on it
