Resprayin my vr commodore

Look ive been studing a lil bout resprayin at the moment my car is the marone which everyone know's peels and previous owner washed it in heat and so on so its in a bad state.

what i need to know is
do i need to sand back to bear metal?
and re-prime or can i sand back to paint and put a few coates on and clear?

any info on resprayin would be good thnx... its just gunna cost too much to get done proffesionally i got qouted 7000 hich is way outta my leaue atm
