recently i put king spring lows and new shocks in my caprice, and it didnt really lower the car as i thought, pretty much just replaced the stocks with new ones
so ive been thinking, ive seen alot of people put king spring super low's in the front and ultra lows in the rear and still keep the car legal, my car is currently stillin at 13cm (10cm lowest legal) so would puttin sl and ultras in the car keep it legal? and will i have to get lowered shocks or will the standard be alright? or should i go super lows alround?

You would probably go under with ultra's at the rear...depends where you're taking that measurement from.
What shocks did you put in when you lowered the car the first time?

I have pedder sports ryder front 2153 and rear 2129, measurements are from rim to guard front 590mm rear 595mm and it sits perfect.
Also yes if u go superlow or lower you need shortned shocks for 2 reasons 1. they will keep your rear springs trapped and 2. you will wear down stock shocks pretty fast due to the decreased stroke.
Oh and camber alignment kit unless u want to be up for new tries constantly.
how recently did you put the springs in, if they're brand new they can take a week or two to settle to the right height
