Buy a 3500 stall and spend the remainder on the trans honestly the best thing you could do.. cam only will give you at best 20rwkw or touch more

id go with a cam, and get the heads shaved 30thou to boost compression a bit, depending what size cam you go a stall may be needed also
Going where no late model stato/caprice has gone before.... GAME ON!!

ok cheers mate what do you reckon that would all cost. and if i was to go with the cam as i like the sound of them what would be my best option. what im trying to do is build my car in steps as my wife won't let me spend all our money on it. its my daily and iv'e heard cams can make it a pig to drive but thats coming from people that have never done this sort of thing. cheers Rorrie

Is there a cam guide anywhere for the Harrop Stroker? Or some general info?

the stories you've heard about cammed engines being pigs moreso refer to the old carbed engine days.

the EFI 304 isn't going to be a pig with a mild to moderate cam
I've got a moderate sort of cam in my 304, and it's not much different to drive around town than a stock engine. Gets a little cranky (manual transmission) if I'm crawling along, clutch out, walking pace in traffic, but that's more to do with the 3.08 diff ratio being a bit tall for the cam.

much of the driveability of a cammed EFI engine comes down to choosing the right camshaft for the combination you have & the quality of the tune
Keep in mind with your budget, that a good tune is going to cost around $1000 (but it's a once off cost)
