to give you a guide, my VS statesman on 19s with king springs SL all round is about 95mm at the very lowest point. So basically I would need either Fe2 or stock springs in mine to be legal.

lowering cars and legal dont tend to mix.
minimum of SSL's i reckon to lower a car.
and stay away from pedders either king spring or lovells.

Everyone seems to complain about Pedder springs, But I have driven quite a few commodores fitted with Kings and Pedders

And the Pedders were firmer and take weight better. Kings are a softer ride but if you going to put people in the back Pedders seem to take the weight better.

in my vs i got from the auctions, it was running 19's (was not on it but seen pics), with king springs, ssl in front and sl in back with monroe GT shocks all way around, alot of people make the mistake of just replacing the springs, springs are not the only part of your suspension, but all depends are you going for looks or are you going to be hitting them 90 degree corners at 80 km/h lol

all in all i would keep the standards because i dare say you will be needing it when ya cars got the yellow sticker on it lol. And by rights im 99% sure it has to be installed by a qualified shop nowadays, but not too sure.
Vs eco 3.8, extractors, 2.75" exhaust, roller rockers, cammed, bored out 20, t5 manual, rolling on king springs all way round with monroe gt shocks all way round, every door has a ding but looks can be very deceaving

SL's you should be fine. SSL's will be well under though.

Superlow and under you will need shorted shocks to suit, if you go lows (Fe2) you can get away with stock shocks. but will only lower the car 20-30mm.

i got 17's on with ssl on front and there is near 2 inchs of space between the guard and tyres, 18 inch tyres will only raise the tyre another half an inch into the guard compared to 17s, not to mention the profiles usually get lower

edit* reworded as it sounded nasty

I was referring to height from the deck? As in legality.
