    Transmission in N or P ?
    All wires connected to starter?
    Battery terminals tight?
Have you tried a jump start?
Do the dash lights go dim when on 'crank'?
Does that starter motor solenoid click.

A charged battery thats collapsed will not be able to start the car.

The brake light coming on may be just the 'globe test'. If so that's normal.
If I told you I was a compulsive liar, would you believe me?

does the CEL come on, as suggested have a fiddle with the gear stick, maybe put another relay in the start relay to test it. If you get real desperate you can always short out the starter but leave that until the last resort.

Take out the starter relay and plug in a piece of wire across the pins that the relay turns on and off needle nose pliers work great to.
The pins are labelled on the side of the relay the lines with a dot on the end NOT the coil of wire symbol there will be numbers on the side and bottom of the relay.
This is Just to test the starter motor.
You should use the wire as a key START don’t leave it connected.
Make sure you have the key on as if it was running the red lights on the dash this should start the car.
It does sound like park safety switch or starter.

Sounds like you have a stuffed Starter Motor or a Stuffed Starter Motor Solenoid.
If it's not a Symptom its not relevant, and if its not relevant I don't care!
