Default VS thermo fan not working

My White VS wagon on gas is running hot after 10 min at idle, the thermo fan doesn't kick in. Checked relays by swapping around with other similar relays that work.
The gauge was nearly all the way up to H.
    Please help

To test if the cooling fan is working do the following, first up,if you look at the front of the engine near the thermostat area, theres two temp sensors there, ones for the temperature gauge on the dash, and the others used by the ECU,the one with the single wire is the temp gauge, you need to remove the wiring connector from the sensor that has more than one wire, then start the engine. After around 12 seconds the cooling fan should start to spin on low speed, then after a further 6 seconds,it should switch to high speed. If it does this, then the cooling fan is working properly,so the temperature sensor you removed the wire from will most likely be the cause of it getting too hot and will need replacing. Also if your A/C works, the cooling fan should also run whenever the A/C is on.

That could be dangerous......there must be a problem with the wiring for that to happen - I check the cables around the relay block and look for new/altered wiring......maybe the relay is sticking and feeding power back to the ignition circuit although I'd imagine it would be designed so that cannot happen.
