Default Should radiator fan turn on at ignition?

Just doing my cooling system and noticed a big sign on the fan shroud warning that the radiator fan will turn on with ignition.
But mine doesn't. It does turn on with the A/C so I am just wondering if this is normal for a 96 VS (series I). It's 30 degrees outside today to boot. There's some other electrical gremlins going on, so maybe getting a little paranoid but hoping to rule this out as an issue.
    cheers

You can check the operation of the cooling fan on the VSV6 by removing the wiring connector from the temperature sensor at the front of the engine, theres 2 sensors, ones used for the ECU and the others for the temp gauge on the dash. The one with multiple wires is the one you want to remove, its the one the ECU uses. Once its removed, start the engine. After 12 seconds the cooling fan should start to rotate on low speed. Then after a further 6 seconds, the fan should switch to high speed. If the fan does this, its working correctly. It should also come on when the A/C is switched on.

Thanks Brett, just not sure about the location of the temp sensor. I can some wires coming off near the oil filter, another set below the thermostat housing, and more just below and to the left of the water pump pulley.

    below the thermostat housing
Temp. sensor is the shiny one.

Just a little something about this test.
I did this test for the thermo fan, and the next time I checked error codes, there was code logged about the thermo fan operation. I thought WTF? Then remembered I had done this test. Cleared the codes, and it hasn't thrown up any more codes regarding the thermo fan.
