high beam dipper

my high beams works but the dipper doesnt work when i pull it towards me, what might be causing the problem?

dirty contacts inside. you can fix it yourself but u have to know what parts go where and make sure u dont lose any parts. i stuffed up one and had to get another one because i lost one of the contact plates.
