Do fuel regulators only have a full open, full shut function, or do they open up progressively on demand like throttle bodies to control fuel rate?

A fuel pressure regulator will increase or decrease fuel pressure about 15kpa depending on manifold vaccuum.Less vaccum more fuel pressure.While this will allow small variances in the fuel metering the main fuel control is from the ECU.
