Hi,
Just wondering if there is a fix for this common problem. Eg changing a suspension part, different fluid, new rack etc. Most VS Statesmans do it and also my VS Calais. Not really a big issue but would be nice to get rid of it. Fluid level is right and there are no power steering oil leaks.

I've been told to grease the grommit where the steering goes through the firewall, haven't gotten around to trying it though.

Is the noise coming from the pump or the steering gear or the column. If you get an assistant to turn the steering wheel back and forth and with a long metal rod, stethoscope or screwdriver, you should be able to listen to the pump to see if the noise is coming from there. Steering gears generally produce a squeak/squawk rather than a groan. If it is the column will probably be heard louder within the cabin than under the bonnet and should make a noise if the engine is either on or off.
It is very common for the Delphi pumps to groan.

for the column bush/grommet

lift the carpet where the column goes into the floor, and there is an assembly thats bolted there thats the column goes thru, the bush is encased in that, you can spray rp7 down there (not recommended), or fiddle with it and get some good grease in there, probably recommend boating grease or something rubber friendly

at worst invest in a gregory's manual, theyre $50 maximum, but worth every cent, a must if youre not using a mechanic

Try RP7 or some other wet source, if the noise goes get some grease or even a little machine oil if that fixes it go and get some softer grease and pack it around the top of the bearing but be very careful as its right above the brake pedal
Oils and brakes do not play well together
