im not sure i follow what you mean?
but basically everything on the seats base is done with an allen key.

I assume you mean the seatbelt and that cannot be adjusted.
If the mechanic has given it a jerk to ensure it grabs and it doesn't then its time to change the belt.
Don't buy a belt from a pranged car either as they will have had some damage.
If you can get a new one its much safer

If you mean the magic automatic seat recliner, At least on the VN that is a 'feature' that seems to have no repair. Hopefully by the VS someone started thinking.

every thing is screwed down but its the mechinisms for the backrest

Maybe you need to remove the seat from the car and turn it upside down and inspect the reclining mechanism - maybe something has got mixed up there - maybe a bit of rag or something. The manual does not show the seat mechanism. Be careful removing the seat as the device which actuates the airbags is bolted to the floor under the seat...maybe disconnect the negative battery terminal (make sure you know the security code for your radio first)
