It should be around 700rpm mark. try cleaning the throttle body and the Idle air control solenoid.

I'm not sure if idle can be adjusted on the ecotec.

Not adjustable (except if you have the means to change the values in the PCM). Acclaimed, why are you second guessing the GM engineers?

im not second guessing im third guessing. hsv are the second guessers lol i just want it to idle quicker to reduce carbon emissions. lol.

i think i need to clean iac. i cleaned the carbon off the valve but not the tb where it seals and that. i cleaned around the throttle body butterfly too.

what does the screw on the butterfly linkage do? its makred with white paint. anybody know?

The screw sets the minimum possible idle speed by setting the most closed position of the throttle plate. The PCM controls the idle speed with the IAC valve (in conjunction with ignition timing and fuel:air mixture) by allowing greater or lesser amounts of air to by-pass the throttle plate.

It is possible to open the throttle plate using the screw far enough that the PCM/IAC no longer controls the idle speed, but why do so?

The white paint is to provide indication of tampering. There is really no (or very few) good reason(s) to move it anyway.
