im pretty sure its power steering fluid..

but with the steering being offset also.. not too sure.. im thinking a wheel align and some fluid might help.. who knows

a mate of mine had similar problem.
    this is what he said.

well got the issue resolved. it was apparently one of the wires connecting to the speed sensor wasn't connected properly making it hard all the time instead of soft at low speeds.
    nice easy fix

top it up and get it checked its not on the way out

and his is now fine, so the rack maybe on its way out.
As i have a very slight 'moo cow' noise when i turn at very low speed.
dont worry, il start a ride thread soon.

my car does it too, although i have a vp. i was under the impression it was the belt squeaking? do the newer models still have the ****-arse million belt system? if so, my guess is that it is the belt.

Your problem is probably a loose power steering belt. When the steering gets near lock it requires more pressure from the pump and places more strain on the belt which slips if not properly adjusted. You could also try spraying a little WD40 or RP7 on the belt so if it slips it doesn't make such a loud noise.
