if its that plastic crappy chrome you will most likely need a plastic primer it can be had from supercheap and all other shops where 13 year olds run the whole store :P

No, it will come off. the part will need to be stripped first for it to work.
seen a lot of cars overs the years with painted chrome bars ,most of them flake sooner or later , unless you sand the **** out of them or get them stripped
pretty sure you can get the chrome removed via sandblasting (for rims ) but you will have to check it out first! Overall i would not recommend painting straight over the chrome!

correct the chrome needs to be removed if metal sandblasting and if plastic sanding or use a knife blade held sideways and just scrap it off (thats only if its flat)
although that would depend on the type of paint your applying and as asked if its chromed metal or the crap over the plastic mouldings, if its chromed metal it can be sprayed with 2pak or acrylic. it would need a decent scuffing with 400 grit and the priming with primer, the 400 will scuff the surface enough for the primer to bite in to. the plastic stuff well i've tried before and over time it tends to bubble and wrinkle and that will crack anything put over it so it would be best removed and then plastic primed.
Assuming this is painting chromed steel then yes it can be done but as far as I know there is only one primer you can buy that is suitable (all other primers and paint will chip off really easily). Its vinyl etch primer made by Protec and im pretty sure the number is 406. As said above it will still need to be rubbed back in the painted areas with 400grit paper for best adhesion.
General rule, you can't paint shiny things.
