VN and VR are both buick motors so I would assume that the torque figures would be the same for both of them. What may have caused you to snap the bolt is that they are a single use torque to yield bolt so they are supposed to be replaced each time they are removed as the yield strength is stretched and weakened each time they go in and out. I dont know VR figures but as a comparitive measure a VS V6 is as follows.
Stage one: Tighten all rocker arm bolts down evenly to 11-19 newton meters.
Stage two: Tighten all rocker arms down a further 90* sweep.

    Gregory's state (for VR):
    - First stage 12 - 18 Nm
    - Second stage +90 degrees

The manual for a VS states: Rocker arm pedestal bolt torque 11 - 19 Nm, and a further +87 - 93 degrees turn angle.
