Default Hazard System? 95 vs BT1

hey guys pulled my passenger seat out before and found this:

Now, i have always wondered what that little fuse unit in the engine bay was. and its non-genuine wiring.
any ideas? and do i need it. it says things about the speakers on it but no wires i can see are running to any speakers.

    lo-rolla.
