hi vr stato no low beam,fuses and relays are fine,power at 3 terminals on globes,relays clicking??????

The relays may click but that's no guarantee the terminals inside the relay are passing the current - try swapping with other relays on the relay block.

You said that you have power at three terminals on globes, but did you try testing or replacing the globes themselves?
