A quick Google tells me it's HSV but off exactly what I'm not sure. First impressions were VTII GTS but I don't think it is.

The wheel is definitely VT to VX design. It is not earlier or later - VY onwards used a different design.
I think this is an aftermarket wheel for VT to VX fitment as I have never seen a two colour wheel done in that way on factory/HSV cars.
HSV offered a two colour wheel in some models up to VX but the highlighted colour is at the top and bottom of the wheel - not at the sides as in the photo. Holden SS models in VT to VX designs did not have a momo wheel option as I recall. I had both VT and VX SS cars.

Maybe its a prototype that never made it to HSV, I know MOMO did heaps with HSV, TRD, FPV and early Holdens

My dad got a wheel the same as that from a wreckers the other week for ~$300.

They told him it's a MOMO brand wheel that HSV used in the VX Clubsport
