rear middle seat belt stuck

I'm pulling my hair out trying to fix this darn problem. The belt won't release when I try to use it, its simply just stuck! I've tried unbolting it from the bottom and tugging away at it hoping it would release but no luck. I don't know what else to do without damaging my backseat. PLEASE HELP!!!
