High Beam/Parkers work, Low beam doesn't?

Hey guys, having a weird problem with my VT commodore..

Parkers come on fine, Low beam, nothing happens, then with full beam every single light is on (in the headlights) parkers, low beam, and high beam.

I just took out the lights refitted the globes, looked at the globes and they seem fine, wriggled the wiring around when on, nothing happens.

I've checked fuses and they seem fine... Anyone able to shed light?

Not sure if this is a bright idea but maybe start from scratch, pull the globes back out and re-plug them in, check the relay for low beam in the engine bay and kick the right hand front tyre
