Default Question about machining VE stockies

Hi guys, I have a question about machinging VE stock rims. I have read that you need to shave 1.8mm off the centre bore to get them to fit. Is that 1.8mm all the way around making the diametre 3.6mm bigger or just make the diametre 1.8mm bigger so .9mm all the way around? I have attached a pic and was wondering because you machine the lip which is only 2mm thick would this have any major effect or not?

    Cheers!
