It's called the "locating plate" for the strut. No idea on cost. Why do you need a new one?
I just realised you meant the black thing, that is called a rubber ring.

No problem, but just to clarify, it's locating plate and not the locking plate.

If there is a crack in one of them, there could be strut damage as well as it would take quite a bit of force to crack one i'd say. I would be getting your struts checked while you are at it (changing the plate).

well its not a thingymabob or a whatsohoosit,so it must be the locating plate for the strut.
pull your wheel off that side & check the strut for any damage. look for cracks in the paint to indicate dents/damage etc. if none is apparent you might be ok. dont bother going to a wreckers for one just get a new one for both sides, less chance of uneven wear or steering/suspension being out of kilter.
last price i got was $30 each new. after fitting take it for a drive,if the handling or steering feels out of whack you will have to investigate further for any other damage that may have happened
