Holden VX (middle east)

Apparantly holden vx excutive (middle east version) rebaged as chevrolet lumina ls has different specifications than the Australian version, most important one is the fuel consumption, the lumina's fuel economy is like 20L/100Km which is very high as compared to the Australian Holden VX which is an average of 12L/100Km may be lower.
it has the same engine and the same gear box but some features has been removed like the EGR and the EVAP system, could anyone ask holden about this version and why does it have such a bad fuel economy?
