whining noise hard to track down ,,,help

i have a noise coming fron some where can't seem to track it down,can feel it through steering wheel at slow speeds but noise not feeling increases as speed increases,have tried turning left and right to see if it is frt hubs but no difference in noise turning left and right ??? just had new rack and pump installed and 4 new tyres.just purchsed car and don't know if noise was there before this or not??

Tightened your wheel nuts?.. Otherwise it'd probably a bearing?

It could be a wheel balance weight hitting your brake caliper or brake pads rattling. What sort of noise is it?
Oopps just read you have a whining noise. Check that your power steering fluid resevoir is full. There could have been air in the system when they put the new rack and pump in which has now bled out so you fluid is low.
