only thing i can think of is the bearings have seized up caused by worn bearings geting to hot then expanding and when you turn the car off they fused together ands thats one possible way this could have happened. you can get bearings on there own and fix it yourself which makes it heaps cheaper

yeah, someone said in another thread the bearing only cost about 5 bucks!

but you sure it's not spinning? the mount bit is not supposed to turn so it might looks as though the pulley is not spinning.

if it is really not spinning the belt would get really hot. i suggest you not driving it until it's fixed.

edit: replace the belt too after you replaced the bearing. slipping belt is no good for your engine.

Which pulley is it? I think you might be referring to air con pulley which is in fact spinning, the clutch which is in front of the pulley doesn't spin unless the air con is on.

The pulley in question is the most top right pulley in picture
what does this run and what problems will I face with it not running ? Im confused lol

Also, please no comments on my neglect and dirty/dusty engine lol

And a couple of photos of My Ride .
That pulley is an idler pulley that runs nothing, it's just there for the belt to run around other pulleys. If it is not turning I'm surprised the belt is still in one piece. You should change this pulley immediately. It should cost around $30.
