power economy button
I know what the power/economy button is for but when it is pushed is it supposed to stay down or does it just send a pulse to the computer telling the computer what mode to use, power or economy?

Just sends a signal. I will display a 'Power' on the dash to tell you its on. But it definitely doesn't stay down.
