Possible low coolant and air bubbles.

is it going up when ur stationary and going down when you start moving again? if so check your coolant because it could be low effectively making it an air cooled engine only cooling down when ur moving

Check your radiator, make sure no cracks or leaks, could be split tank, check levels etc, possibly termostat sticking as well.
