VT SS GenIII Throttle Relaxer - Anyone know where its located?

Can get a second hand one for 200 but want to try and clean mine first. What is it next to? I know it has something to do with the ABS and traction control

If standing looking at the engine, its on the right and has a few throttle cables going into it, used for traction and cruise control, sorta a round black tube
