The level should be to the top or very close to it.

I Read through my Manual Because of the set up in the VX, It can be possible even though the tank etc is full, when the cap is removed for there to be no water under the cap, this is what i find with mine, only a little bit of coolant under the cap, When i first found this i was worried, but found it in a manual mentioning this, And my car has no air and no cooling issues, always just under half and never moves!

If the recovery system is working properly, there should be no air space below the cap! As it would have been bled out the first or second time the engine was brought up to operating temp., being pushed out into the coolant reservoir tank. When the engine cools, it draws up only coolant (No air) back through the 'recovery cap'. This will leave the radiator full. If there are ANY leaks in the cooling system gaskets including cracks in a head, if ever so slight, this will not happen, and the coolant will not recover fully back to the radiator from tank. ...Mine takes a cup of coolant every 5-6 weeks, done this for years. It never did when I first got it, till I over heated the donk one day!........fark!

My VY has always got the coolant right to the top of the raddy neck, no air, I believe this is how it should be.

Try a new radiator cap. Cheap and may be the problem. Make sure you clean the inside of the filler neck before fitting the new cap so it seats correctly. also check your reservoir for correct level.
