    But to expand on the answer further.

    OTR's are illegal for 2 main reasons.

    1. They are not factory installed parts on the car and technically anything that is a variation on factory should be engineered. Not that this law is enforced all that much to my knowledge.
    2. Like most OTR CAI's, the runs a oiled air filter which is exposed to the engine bay. It's illegal to have any oiled filter exposted to the engine bay, as I understand it this also includes rocker breather, etc. This is apparently because they post a fire risk but I think I have yet to evern hear someones filter catch on fire.
