VT SII International (Important Question)

Hey all,

I've just purchased a VT II International Sedan with 136,000km yesterday and i've got in
to a bit of trouble with it.
The radiator was spitting out water near the top left under the plastic covering, long story short, got call from my mechanic saying it needs a new radiator. So my question is the fan within the car, does that need to be running all the time or does it only turn on when it reaches a certain operating temp ?

So the car has 2 fans, one thats covered and I can't see (air con fan?) on the right if you looking over the bonnet and on that isn't fully covered on the left.
Now i've noticed that the one on the left isn't on.

the right one comes on and off with air con and also when ur engine gets to hot. the left one will only come on when its to hot for the just the right one to cool the engine for example a really hot day or when u have just been idling for ages with no air coming through the radiator.
