Cops dont know every law, but obviously if something doesnt look legal they are within their rights to defect you. No matter how many times you bring up "nah brah, its sitting right on da legal limit" a cop isnt obliged to take your word for it. If it really is the legal limit then youve got no problems passing pits dont you?

Alright time to clear up some misconceptions (with no flaming lol)
1. Removing mufflers/resonators from the exhaust whilst illegal will have no real negative impact on the engine other than it will tend to run a little rich using more fuel. (pm me for an explanation of thermodynamics if you must)
2. If a vehicle was manufactured and sold with a centre muffler and a rear resonator (which yours was) then the vehicle in question must (regardless of modification) have a centre muffler and rear resonator. By removing the rear resonator on a v6 commodore you are so close to the limits regarding noise it could go either way in an epa test. Even if the noise level is under the limit by removing the resonator the car no longer complies with the relevent adr's and can be defected.
3. Tyres that have been modified to accept a white wall (ie removing some of the surface) is not only illegal but highly dangerous as the integrity of the side wall has been compromised. This means that the tyre no longer confirms to the relevant adr's as well and the police were well within their rights to defect you.
