possibly time for a new belt, You can try chulk as well. Run some chulk along the belt on the ribbed side, may stop the noise for a short period of time. Are you sure it's not a pulley causing the noise?

Its more then likely that its your bearing in the idler pulleys are stuffed

To see if it is the belt, just spray some water on the belt when its cold. If its goes quiet, then buy a new belt.

I had a very similar problem and replaced my 2 idle pulleys and tension pulley which solved it. I also changed my serp/acces belt while I was at it.

The whole procedure cost me $90 for brand new parts but you could find 2nd hand pulleys at a wrecker for much cheaper.

    Hope you fix it.
