Could someone help me with the tightening specifications of the engine as
tightening of cylinder heads
tightening of rods covers
tightening of the crankshaft bearings fixed
and how to put the engine at the point (set up chain of command)
and moreover how can I import parts for Brazil with an insurance company for auto parts.

The engine was made in the USA, cheaper and closer to Brazil to get parts from there.

It explains the evolution of the engine, and also the the vehicles it has been supplied in, Buick, Pontiac, Oldsmobile (inc commodore)
Its a bit like "grandpa's axe" it has been in the family since the 60's had 6 new handles and 2 new heads, but its still the same axe that grandpa used (not) :-)

As these engines were sold in such volume in the USA, there is heaps of info on diagnostics and trouble shoooting etc.
If you search 3800 GM, and/or include Buick, Pontiac etc, you can find heaps

It is important to follow the given procedure to avoid
head gasket failure and possible engine damage.
5. Tighten all cylinder head bolts to 34 Nm.
The next step requires the use of Tool No.
E7115 with the torque wrench.
NOTE:
If a torque of 90 Nm at any time in step 6 is
reached, STOP tightening that particular head bolt.
6. Tighten each bolt 90 degrees in the order
shown.
7. Further tighten all bolts in the specified order
to 90 Nm.
8. The remaining reinstallation of components is
the reverse of removal procedures.
9. Start engine, check for oil, coolant, fuel and
exhaust leaks. Repair as necessary.
