VT Belina A/C controls - only works on full boar

I have a VT Belina with the climate control air conditioning system.
The fan only works when it is on full speed. The other increments do nothing even though they are dispayed on the digital display as working.
This problem also happened with another VT Belina I used to own (the mechanic fixed it back then).
Any ideas on how to fix it?

6. Remove 2x screws from inside the ½” holes located at the left hand side dashboard door duct trim on the left hand side of the dash.
7. Remove 1x screw on the same dashboard door duct trim located inside the triangular air duct above the main duct.
8. Remove dashboard door duct trim.
