so yeah like the title states, at low rmp i have no power steering, high rpm its fine..
been doing some research and think it could be a weeping pump?
chuck it in neutral rev it up to 2k and the steering is fine.
any ideas on how to confirm the cause before replacing parts?

Are you losing fluid? If not, check that your drive belt is in good repair and adjusted properly.
nope fluid is still full? theres some dirty oil marks on the rack, but they look old as the car is..
il go check the belt now
Check your fluid levels.
If that is fine, or at least at an ok level. I would think your pump is on it's way out/dead, listen for a whine associated with the revving of the engine. Mine went last year, they are worth around $120, plus labour.
EDIT: Never mind your fluid levels, since you say they are fine, my bet is pump is on the way out.
