The heater tap is in the engine bay on the driver's side. It has 4 hoses connected to it. Check that it has the thin vacuum hose connected to the cylinder that is attached to it.
You can turn the lever by hand to see if it moves.

It will almost certainly be the heater tap.

ok so i just checked the heater tap. an the 2 hoses that run from the engine to the tap are NOT connected to the tap. they are clamped to eachother making a loop (if that makes sense). so im guessing thats the problem????

Unfortunately that is what people do when they have leaking heater core or a broken tap (if they are really broke and can't afford a new tap)

Theres a good chance you may still have a dodgy heater core, keep an eye on your coolant level also checked for any signs of coolant leaking under the transmission where the drain hole is in the floorpan for the airconditioner and also take note of any horrible smell that comes through the vents when heater is in operation, you may not know for certain until winter but its common for people to clamp off the heater hoses if the core is leaking and giving a bad smell in the cabin or you might find it difficult to de-fog the windscreen as well.
