Noisy Brakes

My front brakes make a sort of WooWooWoo sound when braking, mostly when the pads are hot.

The harder I brake, the louder the noise gets (going down hill for example). There is also a slight shudder, more noticible in the passenger foot well.

I just changed the rotors all around (same noise before, but much worse shudder, felt through the steering wheel and brake pedal). I used the same pads as they are nearly new and I do not have the funds to change the pads also.


Any ideas?
